Jack Richards, for whom the facility is named, joined the Cold Spring Harbor Laboratory staff in 1970 as Director of Buildings and Grounds. He worked out of the old and cramped Power House along the inner harbor waterfront below Blackford Hall. There was a carpenters' shop, but much of his staff were scattered around the campus.
