On the first floor of this 20,000-square-foot facility is a 360-seat lecture hall, a spacious, light-filled lobby, and the headquarters of the Department of Public Affairs (now located in Osterhout.)

By situating the auditorium space on the west side of the building which is partially below grade, energy-saving cooling was achieved.

The lower level has been used by the Meetings and Courses Department, the Samuel Freeman Computer Center, and the Information Technology Department.
